REDDING ZONING COMMISSION
PUBLIC HEARING AND REGULAR MEETING MINUTES
May 11, 2016|

Present:  G. Casiello, T. Ogonek, A. Atamian, M. Lecher, and alternates G. Miyashiro (7:38 pm)
Also present: two member of the public

Mr. Casiello called the Public Hearing to order at 7:30 pm

PUBLIC HEARING

1. Application #16-13Z – William Whitehead, Jr. 40 Huckleberry Road (Map #31 & Lot #29). In accordance with Section 5.12 of the Redding Zoning Regulations, request for a Special Use Permit for an  accessory apartment in existing dwelling.

Ms. Atamian read the call of the meeting.

Motion: move to accept the call of the meeting.  Ogonek, Lecher. Approved unanimously.

Mr. Casiello noted that this is an application for an apartment within a house.  The parking was not indicated on the drawings. Mr. Whitehead was present and stated that parking was sufficient on the property.  A letter from the Planning Commission indicated they could not give a positive endorsement due to information that was lacking. The Health Department has approved the application.  Mr. Casiello stated that the request meets the requirements; the parking needs to be designated.

Motion: move to close the Public Hearing.  Lecher, Ogonek. Approved unanimously.

Mr. Miyashiro arrived, 7:38 pm.  He was seated for the following Public Hearing.

2.  Application #16-14Z – Ralph Augustus Ford, 1 Lonetown Road (Map #22 & Lot #58). In accordance with Section 5.12 of the Redding Zoning Regulations request for a Special Use Permit for an accessory apartment in existing barn. 

Ms. Atamian read the call of the meeting.

Motion: move to accept the call of the meeting. Ogonek, Lecher. Approved unanimously.

Mr. Casiello noted that this application was for an apartment in a detached structure.  The application meets the regulations.  The Health Officer has completed a soil test and the property is suitable for a sewage system.  The Planning Commission found the plan had no negative impact, the property is in the Historic District, and the façade of the building is to remain the same, and the plan is consistent with the Town Plan of Conservation and Development.

Mr. Casiello noted that a portion of the barn is a pre-existing nonconforming barn and a portion is newer and conforming.  The plan is to build the apartment in the conforming portion of the building.  This meets all setback requirements.

Motion: move to close the Public Hearing.  Atamian, Ogonek.  Approved unanimously.

The public hearing closed at 7:48 pm.

REGULAR MEETING:

1. Approval of Meeting Minutes April 13, 2016

Motion: move that the minutes of the April 13, 2016 meeting be approved as amended. Ogonek, Lecher. Approved. 3-1. Mr. Casiello voted against the motion.

Amendment:  Mr. Ogonek asked for the inclusion of the following statement in the discussion of the beehives: “Mr. Ogonek was prevented by the Chairman from showing his photos and documentation to the other members of the Commission.”

2.  Application #16-13Z – William Whitehead, Jr. 40 Huckleberry Road (Map #31 & Lot #29). In accordance with Section 5.12 of the Redding Zoning Regulations, request for a Special Use Permit for an accessory apartment in existing dwelling.

Mr. Miyashiro was not seated for the discussion of Application #16-13Z..

Motion: move that the Redding Zoning Commission approve Application #16=13Z, contingent upon providing the Zoning Enforcement Officer with an satisfactory delineation of the parking area.  Atamian, Ogonek. Approved unanimously.

3.  Application #16-14Z – Ralph Augustus Ford, 1 Lonetown Road (Map #22 & Lot #58). In accordance with Section 5.12 of the Redding Zoning Regulations request for a Special Use Permit for an accessory apartment in existing barn. 

Motion: move that the Redding Zoning Commission approve Application #16=14Z.  Ogonek, Miyashiro.  Approved unanimously.
