Mr. Casiello called the regular meeting to order at 7:37pm.
All regular members present were seated; Mr. Miyashiro was seated for Mr. Hoffman
REGULAR MEETING
- Approval of Minutes: Motion: move to accept the minutes of the Public Hearing of June 25, 2014 as submitted. Gordon, Atamian. Approved unanimously
- Approval of minutes: Motion: move to accept the minutes of the Regular Meeting of June 25, 2014 as corrected. Atamian, Miyashiro Approved unanimously.
Correction: correct spelling of Ms. Atamian’s name in #4.
- Application #14-17Z –Applicant: Jimmie Vega, 50 Putnam Park Road (Assessor’s Map 8 & Lot 43) In accordance with Section 5.12 of the Redding Zoning Regulations, application for a Special Use Permit for a residential apartment within existing dwelling
The Public Hearing on Application #14-17Z was closed. There were no further questions or comments.
Motion: move that the Redding Zoning Commission approve Application 14-17Z as submitted. Atamian, Gordon. Approved unanimously.
- Application #14-19Z – Applicant: Mark Twain Library, 439 Redding Road (Assessor’s Map 29 & Lot 77) In accordance with Section 5.11.2 of the Redding Zoning Regulations: application to renew a Limited Duration Special Use Permit to hold its Annual Book Fair at the Redding Community Center on Friday Aug. 29th thru Monday Sept. 1st, 2014. Previously held 8/30 – 9/13 2013.
Mr. Casiello noted that there have been no problems with the event in the past and a public hearing is not needed.
Motion: move that the Zoning Commission approve Application #14-19Z as submitted, waiving all fees with the exception of the publication fee. Casiello, Ogonek. Approved unanimously
- Application #14-20Z – Applicant: Peter Mygatt, 39 Orchard Drive (Assessor’s Map 37 & Lot 40). In accordance with Section 5.12 of the Redding Zoning Regulations, application for a Special Use Permit for a detached accessory dwelling.
The application was received and a public hearing on the application was scheduled for on September 10, 2014
Motion: move that the Zoning Commission schedule a public hearing for Application #14-20Z on September 10, 2014. Miyashiro, Atamian. Approved unanimously.
6.Item #14-15Z – Pursuant to the Connecticut Housing for Economic Growth Program, and in accordance with CGS 8 – 13 (m – x) Commission initiated proposal to amend the Redding Zoning Regulations to adopt Incentive Housing Zone regulations. Continuation for discussion & deliberation/action
Mr. Casiello noted that the public hearing was closed at the June 25, 2014 meeting and no further input or discussion from the public could be taken. Mr. Casiello recapped the history of the incentive housing zone.
He noted that most of the comments and issues discussed at the public hearing were related to housing values, traffic issues and the potential existence of a cemetery on the property. Most of these concerns are specific to a site plan and would be discussed when a site plan comes forward for review
Motion: move that the Zoning Commission approve the proposal to amend the Redding Zoning Regulations to adopt Incentive Housing Zone regulations. Miyashiro, Atamian. Approved unanimously.

- Communication Referral from the Town of Easton: Proposed Amendments to Section 7.2.1 of the Easton Zoning Regulations: “Application For Special Permit”.
Mr. Casiello noted that this referral had no bearing on the Town of Redding.

Mr. Casiello called the Public Hearing to order at 7:34 pm.

Zoning Enforcement Officer Pardee read the call of the meeting: Application #14-17Z – Applicant: Jimmie Vega, 50 Putnam Park Road (Assessor’s Map 8 & Lot 43) In accordance with Section 5.12 of the Redding Zoning Regulations, application for a Special Use Permit for a residential apartment within existing dwelling.
The Zoning Officer read the call for the hearing.
Motion: move to accept the Call of the Meeting as read. Atamian, Ogonek. Approved unanimously.
The applicant, Mr. Vega, was present and described his intent to formalize the existence of an apartment within the existing home. Mr. Casiello reviewed the requirements for an accessory apartment and stated that the apartment appears to meet the requirements and regulations for an apartment within a residential dwelling.
Motion: move to close the Public Hearing. Ogonek, Miyashiro. Approved unanimously.
The Public Hearing was closed at 7:37 pm.
