ZONING COMMISSION
REGULAR MEETING MINUTES
March 25, 2015
Hearing Room, Town Hall

Present:  Gerry Casiello, Chair; Mike Hoffman, Vice Chair; Amy Atamian, Secretary; Ted Ogonek, and alternate Gary Miyashiro
Also present: ZEO Aimee Pardee and four members of the public.

Mr. Casiello called the meeting to order at 7:31 pm

REGULAR MEETING

1. Motion: move that the Redding Zoning Commission approve the minutes of the February 11, 2015 Public Hearing as submitted.  Ogonek, Atamian. Approved unanimously.

2. Motion: move that the Redding Zoning Commission approve the minutes of the February 11, 2015 meeting as submitted. Ogonek, Atamian. Approved unanimously.

3.Application #2015-08Z – In accordance with Section 5.11.2 of the Redding Zoning Regulations: Application for a Limited Duration Special Use Permit for the Georgetown Village Restoration Inc. to hold its 13th “Annual Georgetown Day” on June 14, 2015 from Noon thru 6:00pm on Main Street in Georgetown.   Previously held June 8, 2014.  For discussion/action.

Ralph Bosch, Georgetown Village Restoration, introduced Nicholas Palazzo who is the event chairman for the 2015 Georgetown Day.  Mr. Palazzo explained that the event will be basically the same as in the previous years. Mr. Casiello noted that there have been no problems with the event in the past.

Motion: move that the Redding Zoning Commission approve Application #2015-08Z as submitted.  Atamian, Ogonek.  Approved unanimously.

4.Application #2015-09Z
Mr. Gibbons, representative of GLDC, was not yet present. This item was deferred to later in the meeting.

5.Application #2015-10Z – Applicant: Ridgefield Motor Inn. Amrat  Patel President, 296 Ethan Allen Highway, Redding ( Map #35 & Lot #92) Architect/Agent: Arnold Grans, 110 Whitney Ave.,  New Haven.  Request for amendment Site Plan to add elevated walkway to existing building in accordance with request from Redding Fire Marshall.  For discussion/action.

The project contractor, Bob Jenesky of Town & Country Carpentry, explained that the walkway is proposed to connect the two wings of the second floor in accordance with a request from the Fire Marshall.  The commission discussed a previous approval that included a connection along with a conference room.  Mr. Jenesky stated that the previously approved project may be done at a future date but that the current proposal will quickly address the concerns of the Fire Marshall.

Motion: move that the Redding Zoning Commission approve Application #2015-10Z for a minor site plan amendment as submitted.  Atamian, Ogonek.  Approved unanimously.

6. Application #2015-11Z – Applicant: New Pond Farm Education Center.  In accordance with Section 5.11.2 of the Redding Zoning Regulations: request for a Limited Duration Special Use Permit to hold the annual “Founder’s May Fair” on Saturday, May 16, 2015 (Rain Date May 17, 2015), and the Annual Harvest Festival and the Paul Winter Concert.

Agenda Addition:
Motion: move to add to Application #2015-11Z two additional events at New Pond Farm: the Harvest Festival and the Paul Winter Consort Concert.  Hoffman, Ogonek. Approved unanimously.
The commission discussed the proposed events, all of which had been previously held without any problems.

Motion: move that the Redding Zoning Commission approve amended Application #2015-10Z as submitted.  Ogonek, Hoffman. Approved unanimously.

7. Application #2015-12Z – Applicant: DNKL Tibetan Buddhist Center, 30 Putnam Park Road (Map #8 & Lot #22). In accordance with Section 5.11.2 of the Redding Zoning Regulations: request for a Limited Duration Special Use Permit to hold its “Annual Animal Blessing” to be held on June 6th, 2015 with a rain date of June 7th 2015 from 2:00pm thru 4:00pm and is open to the public.  Previously held June 7, 2014.  For discussion/action.

The commission discussed this event.  The Chairman noted that, the first year the event was held, there were issues with parking.  That problem was resolved the second year and, since then, there have been no issues with this event.

Motion: move that the Redding Zoning Commission approved Application #2015-12Z as submitted.  Atamian, Hoffman. Approved unanimously.

8. Application #2015-13Z – In accordance with Section 5.11.2 of the Redding Zoning Regulations: Application for a Limited Duration Special Use Permit for the Redding Boy Scout Troop #15 to hold its “Annual Spaghetti Dinner” at the West Redding Volunteer Fire Dept. Fire District #2, 306 Umpawaug Road (Map #13 & Lot #26) on Saturday May 2, 2015 from 4:45pm – 8:00pm.  Previously held on May 3, 2014.  For discussion/action.

Mr. Casiello recommended that this event does not require a limited duration special permit  as the event is held inside the West Redding Fire House which has historically used its upstairs hall for community events..

Motion: move that the Redding Zoning Commission determine that Application #2015-13Z does not require a limited duration special permit. Ogonek, Hoffman. Approved unanimously.

Mr. Gibbons, representing GLDC, was now present and the commission returned to agenda item 4.

Application #2015-09Z – Applicant:  Georgetown Land Development Co (GLDC), Georgetown Redevelopment Corporation (GRC) and Georgetown Special Taxing District (GSTD); Agent: Richard Gibbons.  Former Gilbert and Bennett Site: North Main Street and Portland Avenue.  Request for extension of approval of Master Plan Site Plan and Site Plan in accordance with CGS 8-3 as amended by Public Act 11-5. For discussion/action.

Mr. Gibbons, representing GLDC, explained that the Master Plan Site Plan and Site Plan permit was scheduled to expire in May 2015.  He asked that the permit be extended to coincide with the expiration of the Master Plan Permit which currently will expire on July 8, 2018.

Motion: move that the Redding Zoning Commission approve Application #2015-09Z, the extension of the Master Plan Site Plan and Site Plan to coincide with the expiration of the Master Plan which expires on July 8, 2018

9. DISCUSSION:  ZEO Pardee reviewed proposed amendments to the Redding Zoning Regulations, including the addition of “self-storage units” as a use in the SB Zone, extension of the moratorium on medical marijuana related uses, and amendment to Section 4.6.5 in table and notes to add the word “structure”. These, along with other changes, will be accumulated and presented for a Hearing at a later date.

10.  FUTURE AGENDA: No items were discussed.

11. COMMUNICATIONS:
A letter from the Redding Planning Commission regarding alteration of property prior to requests to subdivide was received and discussed.  Commission members were concerned about legal issues and asked that the Planning Commission consult with their legal counsel on the matter.
