Public Hearing and Regular Meeting Minutes
June 27, 2018 – 7:30 p.m.
Town Hall Hearing Room
100 Hill Road, Redding, Connecticut

Present: Chairman Gerry Casiello; Secretary Amy Atamian; Commission Matt Lecher; Commissioner Ted Ogonek.

Also Present: Aimee Pardee, Zoning Officer; Applicant Anna Lisciandra; members of the public.

The Chairman opened the meeting at 7:30 p.m. All regular commissioners were seated.

PUBLIC HEARING: Application #18-15Z – 42 Ledgewood Road (Assessor’s Map #43 & Lot #26) – Anna M. Lisciandra Living Trust–Request for a Special Use Permit for Residential Apartment in accordance with Section 5.12 of the Redding Zoning Regulations. Received June 13, 2017: Public Hearing June 27, 2017.

Ms. Atamian read the call for the hearing. On the motion of Mr. Ogonek and second of Mr. Lecker, the commission voted unanimously to accept the call and open the hearing at 7:30 p.m.

The Chairman asked the applicant to explain the application. Ms. Lisciandra stated that the apartment has existing since she added an addition in 1989/1990. She said that it has its own entrance, kitchen, bath, bedroom, and sitting room. She noted that the assessor had measured the apartment in 1996 and she has been taxed on the apartment ever since so she assumed it was legal. She discovered that it had not received zoning approval recently when she marketed the house; she would like to make sure it is legal.

The Chairman went over the requirements for an attached accessory dwelling, noting that the apartment appears to meet those requirements, except it was noted that the apartment may be 6 square feet over the allowed square footage of 800 feet. The Chairman read into the record a letter from Health Officer Doug Hartline stating that the septic system can more than accommodate the apartment and Ms. Pardee noted that the Planning Commission had given the application a positive referral at the Planning Commission meeting the previous evening.

The Chairman opened the hearing to public comment. Michael Cardillo, of Side Cut Road, stated his support.

Hearing no further comments, Ms. Atamian moved to close the hearing. Mr. Ogonek seconded the motion and the commission voted unanimously to close the hearing at 7:40 p.m.

For the regular meeting, all regular commissioners were seated.
The meeting was opened immediately following the hearing.

REGULAR MEETING:
1. Approval of Minutes: Regular Meeting Minutes of June 13, 2018.
On the motion of Mr. Ogonek, and the second of Ms. Atamian, the commission voted by majority to accept the minutes of the June 13, 2018 meeting; Mr. Lecher abstained from the vote.

2. Application #18-15Z – 42 Ledgewood Road (Assessor’s Map #43 & Lot #26) – Anna M. Lisciandra Living Trust–Request for a Special Use Permit for Residential Apartment in accordance with Section 5.12 of the Redding Zoning Regulations. If public hearing is closed, for discussion/action

The commission briefly discussed the application and reviewed the apartment floor plan. There was a discussion of 6 feet of floor area and whether that amount could be considered within a margin of error and whether a utility area would be considered part of the apartment.

Mr. Lecher moved that Application 18-15Z be approved. Ms. Atamian seconded the motion and it was carried unanimously.

3. Discussion
The Chairman noted that Ms. Pardee will be taking on an addition roll with the Planning Commission; the town will be looking for a part time Zoning Officer to assist her.

6. Adjournment
On the motion of Mr. Lecher and the second of Ms. Atamian, the commission voted unanimously to adjourn at 7:38 p.m.
