Regular Meeting Minutes
June 12, 2019 – 7:30 p.m.
Town Hall Hearing Room
100 Hill Road, Redding, Connecticut

Present: Gerry Casiello, Chairman; Matt Lecher, Vice Chairman; Amy Atamian, Secretary; Commissioner Ted Ogonek; Commissioner Paul Scholl; Alternate Gary Miyashiro.

Also Present: Aimee Pardee, Zoning Officer

The Chairman called the meeting to order at 7:30, noting that all regular members of the commission were present and seated.

REGULAR MEETING:

1.  Approval of Minutes:  Regular Meeting Minutes of May 8, 2019.

On the motion of Ms. Atamian and the second of Mr. Ogonek, the commission voted unanimously to accept the minutes as written.

2.  Application #19 – 4Z – 231 Ethan Allen Highway (Assessor’s Map and Lot No. 35 – 59): Haviland Realty LLC (owner), Matthew Swain (applicant). Request for Site Plan Amendment to use a portion of 231 Ethan Allen Highway for equipment rental business.
For receipt/discussion/action.

Matthew Swain, the applicant, was present to discuss the application with the commission. He explained that he has a small equipment rental business that he hopes to move into the portion of 231 Ethan Allen Highway that previously housed “Mo’s Rug Bazaar”; he would also have equipment parked as shown on a submitted site plan. The Chairman expressed concern regarding the proximity of the equipment to the river; Mr. Swain stated that the equipment would be serviced inside the building and usually fueled off site. The Chairman asked about growth of the business; Mr. Swain stated that he is starting small and this site fit his budget. He acknowledged that, if the business grows significantly, he will likely need to find a new location. The chairman noted that, before this building housed the rug store, it had been All Season’s Power Equipment and that this use seems consistent with that business and with the allowed uses in the SB Zone.

On the motion of Mr. Lecher and the second of Mr. Ogonek, the commission voted unanimously to approve Application #19 – 4Z.

3.  Application #19 – 5Z – 109 Lonetown Road (Assessor’s Map and Lot No. 14 – 2): Redding Country Club Inc. Request for Site Plan Amendment for expansion of outdoor dining area and addition of outdoor bar. For receipt/discussion/action.

Phil Cerrone, the project architect, and Carolyn Kepcher, Redding Country Club General Manager, were present to explain the application. Mr. Cerrone showed the commission a rendering of the proposed roofed outdoor dining area and bar. He explained that there is currently a patio with a large planting bed in the area; the planting bed will be reduced in size to accommodate the expanded dining and bar areas, and a roof will partially cover the area.

The Chairman asked if there would be any change in the number of members of the club; Mr. Cerrone said that membership would remain the same. The Chairman noted that a letter had been received from Highstead Arboretum regarding the proposal; the Chairman read the letter into the record. He then asked about new lighting; Mr. Cerrone stated that the only new lighting would be recessed into the new roof area so it would not be visible off-site.

On the motion of Ms. Atamian and the second of Mr. Lecher, the commission voted unanimously to not require a public hearing for the proposed changes, and to approve application #19 – 5Z.

4.  Application #19 – 6Z – 37 Lonetown Road (Assessor’s Map and Lot No. 21 – 42A): Town of Redding Community Center, Town of Redding (owner), Redding Police Union (applicant). Request for a Limited Duration Special Use Permit to hold a “country fair” on October 19, 2019 from 3:00 p.m. to 8:00 p.m. For receipt/to schedule public hearing.

Ms. Pardee explained that the Redding Police Union is trying to pull together a country fair type event for October 19th at the Community Center but many details have not been finalized. The commission decided to set the public hearing date for August 8, 2019 to give the applicant time to submit materials in time for public notice.

5.  Discussion
The Chairman noted that the commission’s decision of May 8, 2019 regarding 147 Cross Highway has been appealed to the Superior Court. Ms. Pardee noted that another case against the town was filed at about the same time and those cases may be viewed on the state’s judicial website.

Public Hearing August 8, 2019 regarding Application #19 – 6Z.

8.  Adjournment
On the motion of Mr. Lecher and the second of Mr. Ogonek, the commission voted unanimously to adjourn at 7:52 p.m.
