Minutes

Present:  Gerry Casiello, Chair; Amy Atamian, Ben Gordon, Ted Ogonek, and alternates, Gary Miyashiro and Paul Scholl

Also present:  Aimee Pardee, ZEO, and six members of the public.

Mr. Casiello called the regular meeting to order at 7:35 pm.

All regular member of the Commission were seated and Mr. Miyashiro was seated for Mr. Hoffman.

REGULAR MEETING

  1. Approval of Minutes: Motion: move to accept the minutes of the Public Hearing of March 26, 2014 as submitted. Ogonek, Atamian.   Approved unanimously
  1. Approval of minutes: Motion: move to accept the minutes of the Regular Meeting of March 26, 2014 as submitted.  Atamian, Ogonek.  Approved unanimously.

Correction:  the fees were waived for the applications for Redding Garden Club and DNKY.

  1. Application #14-08Z – In accordance with Section 5.12 of the Redding Zoning Regulations: Applicant Emily and Joshua Kilbourn (Map #22 & Lot #71) 20 Deacon Abbott Road  to construct residential apartment within existing dwelling.

The Public Hearing was closed on this application and the project meets all the requirements.

Motion:  move that the Redding Zoning Commission approve Application #14-08Z as submitted. Miyashiro, Atamian.  Approved unanimously.

  1. Application #14-12Z – In accordance with Section 5.11.2 of the Redding Zoning Regulations: application for a Limited Duration Special Use Permit for the Georgetown Village Restoration Inc. to hold its 12th Annual Georgetown Day on June 8, 2014 from Noon thru 6:00pm on Main Street in Georgetown.  Previously held June 9, 2013.  For discussion/action.

Mr. Casiello noted that this event has been held in the past and there have been no problems.

Motion: move that the Redding Zoning Commission approve Application #14-12Z as submitted. Atamian, Gordon.  Approved unanimously.

  1. Application #14-13Z – In accordance with Section 5.2 of the Redding Zoning Regulations: Owner Town of Redding: Applicant Redding Highway Department, 28 Great Oak Lane (Map #31 & Lot #108) for a Site Plan to construct a 24’x92’ Pre-engineered metal addition onto the existing Highway Garage.

The project was discussed. The project received approval from the Zoning Board of Appeals for a variance.

Motion: move that Application 14-13Z if for a minor site plan and does not require a Public Hearing. Gordon, Ogonek.  Approved unanimously.

Motion:  move that the Redding Zoning Commission approve Application 14-13Z as submitted. Atamian, Ogonek.  Approved unanimously.

  1. Application #14-14Z – In accordance with Section 5.2 of the Redding Zoning Regulations: New Pond Farm Education Center, 101 Marchant Road (Map #12, Lot #79): application for Site Plan Amendment for installation of free-standing solar array.  Discuss potential need to public hearing; if public hearing not require, for discussion/action.

Bruce Given was present to describe the project.  The free standing solar array will be toward the rear of the property, it may be visible from Umpawaug Road.

Motion: move that Application 14-14Z requires a public hearing.  Atamian, Ogonek.  Approved unanimously.

Motion: move that the Redding Zoning Commission set May 14 for a Public Hearing on Application 14-14Z.  Atamian, Ogonek.  Approved unanimously.

PUBLIC HEARING

Mr. Casiello called the Public Hearing to order at 7:30 pm.

  1.  Call of the Meeting

Mr. Gordon read the call of the meeting.

PUBLIC HEARING:  In accordance with Section 5.12 of the Redding Zoning Regulations: Application #14-08Z – Applicant Emily and Joshua Kilbourn (Map #22 & Lot #71) 20 Deacon Abbott Road  to construct residential apartment within existing dwelling.

Motion: move to accept the Call of the Meeting.  Atamian, Ogonek. Approved unanimously.

Mr. Joshua Kilbourn was present and explained the project that would replace an existing garage with an apartment for his parents.  The project included an approved variance from the Zoning Board of Appeals for a side yard setback. The planned apartment is 595 square feet in size, below the 600 square foot requirement in the Zoning Regulations. The Commission confirmed that there would be two parking spaces for the residents of the apartment.

Motion: move to close the Public Hearing.  Gordon, Miyashiro.  Approved unanimously.

The Public Hearing portion of the meeting was closed at 7:34 pm.
