Public Hearing and Regular Meeting Minutes

Present:  Gerry Casiello, Chair; Mike Hoffman, Vice Chair; Amy Atamian, Secretary; Commissioners Ben Gordon and Ted Ogonek.  Alternates Gary Miyashiro, Paul Scholl, and Matthew Lecher

Also present:  two members of the public All regular members were seated.

Mr. Casiello called the Public Hearing to order at 7:30 pm.

PUBLIC HEARING:

Application #2015 – 16Z – Applicant: Region 9 Board of Education, Joel Barlow  High School, 100 Blackrock Turnpike (Assessor’s Map and Lot No. 32 – 66).  In accordance with Section 5.2 of the Redding Zoning Regulations, request for a Site Plan Amendment for construction of a 24’ x 40’ storage building in the proximity of the existing stadium. Ms. Atamian read the call of the meeting. Motion: move that the Call of the Meeting be accepted as read.  Hoffman, Ogonek. Approved unanimously. Mr. Casiello noted that the application is for a site plan amendment to a special permit. Walter Czudak, Director of Buildings and Grounds for Joel Barlow High School, stated that the structure will be used to house track and field equipment. No vehicles will be stored in the building. Mr. Casiello noted that the Planning Commission has given approval provided the lighting is minimal and complies with the “dark skies” initiative. Mr. Sean McNamara, representing the Redding Land Trust, asked for confirmation that no other changes to the site were planned.  Mr. Czudak responded that the addition of the structure, within the stadium fenced area, was the only thing planned. REGULAR MEETING:

Present:  Gerry Casiello, Chair; Mike Hoffman, Vice Chair; Amy Atamian, Secretary; Commissioners Ben Gordon and Ted Ogonek.  Alternates Gary Miyashiro, Paul Scholl, and Matthew Lecher Also present:  two members of the public Mr. Casiello called the meeting to order at 7:35 pm All regular members were seated. 1. Approval of Minutes Motion: move that the Redding Zoning Commission approve the minutes of the April 8, 2015 meeting as submitted. Gordon, Hoffman. Approved unanimously. 2. Application #2015 – 16Z – Applicant: Region 9 Board of Education, Joel Barlow High School, 100 Blackrock Turnpike (Assessor’s Map and Lot No. 32 – 66).  In accordance with Section 5.2 of the Redding Zoning Regulations, request for a Site Plan Amendment for construction of a 24’ x 40’ storage building in the proximity of the existing stadium.  For discussion/action. Motion: move that the Redding Zoning Commission approve Application #2015-16Z as presented and discussed.  Atamian, Hoffman.  Approved. Unanimous. 3. Application #2015-14Z – – Applicant: John Wanat; Agent: Andy Stewart.  2 Long Ridge Road (Assessor’s Map and Lot No. 5 – 10).  Request for Site Plan Amendment for plant nursery/landscape business to occupy the former “Country Brothers” portion of existing mixed-use property.  For discussion/action. Mr. Casiello noted that the property is in a Neighborhood Business zone.  The primary issue is that property maintenance services are not included in the Neighborhood Business zone.  No one was present to represent the applicant. It was unclear how many service vehicles would be accessing the property on a regular basis, as well as the exact nature of the property maintenance service that would be provided.  Since the proposed use is not stated in the permitted uses within a Neighborhood Business zone, it is prohibited. Motion: move that the Redding Zoning Commission deny Application #2015-14Z as the use is not permitted in a Neighborhood Business Zone.  Hoffman, Ogonek. Approved. Unanimous. 4. Application #2015-17Z – In accordance  with Section 5.11.2 of the Redding Zoning Regulations:  Application to renew a Limited Duration Special Use Permit for the The First Church of Christ, Congregational, 34th Annual Church Fair to be held on Saturday September 26, 2015 from 10:00am thru 4:30pm.  Previously held on September 27, 2014.   For discussion/action. The Commission briefly discussed this event. Motion: move that the Redding Zoning Commission approve Application #2015-17Z as presented.  Ogonek, Hoffman.  Approved. Unanimous. AGENDA ADDITION Motion: move to add to the agenda Discussion and Action on Application #2015-18Z.  Hoffman, Ogonek. Approved. Unanimous. Application #2015-18Z—Applicant Region 9 Board of Education, Joel Barlow High School, 100 Black Rock Turnpike (Assessor’s Map and Lot No. 32-66). Application for a Limited Duration Special Use Permit for the Sound Cyclists Bicycle Club bike ride to be held on Sunday, May 31, 2015, in the parking lot of the high school from 8 am to 2 pm. Mr. Casiello noted that the application was received after the agenda was posted.  The event has been previously held at the location with no problems. Walter Czudak, Director of Buildings and Grounds for Joel Barlow High School, explained that the facility will be used as a rest stop and lunch area for those participating in the event. Motion: move that the Redding Zoning Commission approve Application #2015-18Z as presented.  Gordon, Hoffman.  Approved. Unanimous. 5. DISCUSSION:  None 6. Future Agenda:  No discussion 7.
